BY COUNCILOR STOVER:
WHEREAS, the city of Duluth desires to conduct an in depth inspection and study of the electrical, mechanical, and structural components of the Minnesota Slip Pedestrian Bridge; and
WHEREAS, the city desires to hire a consulting engineer to provide the engineering services required for the study phase; and
WHEREAS, HNTB Corporation has submitted a proposal for engineering services in connection with this project.
NOW, THEREFORE BE IT RESOLVED, that the proper city officials are hereby authorized to enter into an agreement with HNTB Corporation to provide the city with such engineering services.
BE IT FURTHER RESOLVED, that the cost of said engineering services, estimated at $74,714 will be payable from the Capital Improvement Fund 0450, Department/Agency 030, Organization 2005, Object 5530.
STATEMENT OF PURPOSE: This resolution will authorize the provision of professional engineering services for an in depth inspection and study of the electrical, mechanical and structural components of the Minnesota Slip Pedestrian Bridge. The bridge was put in operation in August 1991. Major design problems surfaced in the summer of 1992. The city purchased mechanical equipment to remodel the bridge in the Summer of 1995. The equipment was never installed due to cost and constructibility issues. Since that time, the pedestrian lift bridge has had numerous mechanical and electrical problems that have required it to be taken out of service, interrupting the pedestrian traffic flow in the waterfront area. This study will result in recommendations, along with cost estimates, to correct deficiencies. Based on city staff’s review of the proposals provided and previous experience with HNTB Corporation (HNTB), it is recommended that the city enter into an agreement with HNTB Corporation (HNTB)for the services requested, at an estimated cost not to exceed $74,714.
