BY COUNCILOR LITTLE:
RESOLVED, that the proper city officers are hereby authorized to enter into an agreement for mutual firefighting assistance with the city of Superior, Wisconsin, substantially in the form of that on file in the office of the city clerk as Public Document No. __________, for the provision of assistance by one jurisdiction to the other in meeting special needs for fire suppression and other emergency services.
STATEMENT OF PURPOSE: The purpose of this resolution is to authorize execution of an agreement with the city of Superior for mutual aid in responding to special needs for fire suppression and other emergency services by one jurisdiction to the other.
The two cities have had a similar mutual aid agreement in place for many years. This agreement modifies the prior agreement in three respects. First, it expands the scope of services covered from fire protection only which was the focus of the prior agreements to cover other emergency services such as dealing with hazardous materials, water rescue and confined space rescue.
Secondly, it allows the jurisdiction providing extra-territorial services to charge the receiving jurisdiction for services after the first 24 hours of services provided. This is needed so that, in the event of a major disaster requiring the provision of services under this agreement, the providing jurisdiction can request reimbursement of its costs of providing the services, which, in turn, the receiving city could itself be reimbursed by the federal emergency management administration (FEMA), if applicable.
Finally this agreement updates statutory citations.
