BY COUNCILOR GILBERT:
WHEREAS, the city of Duluth has entered into agreements for the implementation of the HUD-funded community development program; and
WHEREAS, the city of Duluth has certified compliance of the community development program with Federal Regulations 24 CFR 570.611 and 24 CFR 92.356; and
WHEREAS, the city of Duluth desires to continue HUD-funded programs;
NOW, THEREFORE, BE IT RESOLVED, that the city of Duluth adopts the conflict of interest policy in conformance with the aforementioned federal regulations.
STATEMENT OF PURPOSE: This resolution will update the city’s conflict of interest policy in accordance with federal regulations. The revisions include specific requirements for CHDOs. Also, the revised policy removes the local criteria, which was redundant and confusing to subrecipients.
