RESOLUTION AUTHORIZING THE PROPER CITY OFFICIALS TO ENTER INTO AN AGREEMENT WITH AND ACCEPT FUNDS FROM THE DULUTH HOUSING AND REDEVELOPMENT AUTHORITY TO PROVIDE ADMINISTRATIVE SERVICES IN CONNECTION WITH A LOW INCOME WORKER TRAINING GRANT FROM THE MINNESOTA JOB SKILLS PARTNERSHIP, IN AN AMOUNT NOT TO EXCEED $7,700 FOR THE PERIOD JULY 1, 2005, TO JUNE 30, 2007.

BY COUNCILOR ATKINS:

     RESOLVED, that the proper city officials are hereby authorized to execute and implement a contract, in substantially the form and containing substantially the terms of that draft contract on file in the office of the city clerk as Public Document No. __________, with, and accept funds from, the Duluth housing and redevelopment authority to provide administrative services in connection with a low income worker training grant in an amount not to exceed $7,700 for the period July 1, 2005, to June 30, 2007.

     FURTHER RESOLVED, that monies received under this agreement shall be deposited in Fund 0268, Budget Item 6267.


STATEMENT OF PURPOSE:  This resolution is to authorize the proper city officials to enter into an agreement with, and accept funds from, the Duluth housing and redevelopment authority (HRA) in order to provide administrative services in connection with a low income worker grant from the Minnesota job skills partnership (MJSP). Under MJSP grant rules, funds are not available to cover the cost of complying with administrative requirements. Since the target population to be served by the grant are residents of public housing or recipients of public housing assistance, the HRA has agreed to reimburse the City up to $7,700 for administrative services provided during the period July 1, 2005, to June 30, 2007. Administrative services will be provided by the workforce development division.
