RESOLUTION AUTHORIZING AN AGREEMENT WITH LAKE SUPERIOR COLLEGE TO REIMBURSE CITY FOR ONE-HALF OF THE COST OF CONSTRUCTION OF A 12 INCH WATERMAIN IN A PORTION OF TRINITY ROAD.

BY COUNCILOR STOVER:

     RESOLVED, that the proper city officials are authorized to enter into an agreement, a copy of which is on file in the office of the city clerk as Public Document No. __________, with Lake Superior College pursuant to which the college will reimburse the city for one-half of the cost of replacing an existing six inch watermain in a portion of Trinity Road with a 12 inch watermain.


STATEMENT OF PURPOSE:  The purpose of this resolution is to authorize an agreement with Lake Superior College (LSC) to replace an existing six inch watermain serving LSC with a 12 inch main as part of the Trinity Road reconstruction project.


As councilors are aware, Mn/DOT is undertaking a two-year project to reconstruct Trinity Road from the Piedmont Avenue intersection to Miller Hill Mall. As is usual for a project such as this, the city will be participating in the project by funding a number of improvements which are purely local in character and therefore not eligible for inclusion in the state-funded portion of the project. This would include the upgrading of utilities in or adjacent to Trinity Road.


LSC has experienced substantial growth in recent years and their vision of their mission in the community anticipates substantial additional expansion in the future. However, this expansion potential is presently greatly circumscribed by the lack of an adequate water supply to the campus for fire fighting purposes. This limitation results from the fact that the current watermain in Trinity Road which serves the campus is only a six inch main.


From the city’s perspective, the existing main is in a reasonable state of repair and is adequate to serve the existing development along Trinity Road. However, further development along Trinity Road which can be anticipated in the reasonably foreseeable future would marginalize the existing six inch main and it is obviously an auspicious time to undertake upgrading it in conjunction with the state construction project. Thus, replacing the existing six inch main with a new 12 inch main at this time is advantageous to both the city and LSC.


Therefore, the city has agreed to include the replacement of the existing main with a new 12 inch watermain in the local projects to be undertaken as part of the Mn/DOT Trinity Road reconstruction project and LSC has agreed that it would reimburse the city for one-half of the cost of the main replacement. This resolution would authorize that agreement.
