BY COUNCILOR LITTLE:
RESOLVED, that that certain resolution of the Duluth City Council approved on November 12, 1956, establishing no parking zones is hereby amended by deleting from the no parking zones thereby established that portion of East Second Street lying between Sixth Avenue East and 12th Avenue East.
BE IT FURTHER RESOLVED, that pursuant to Section 33-97.8(d) of the Duluth City Code, 1959, as amended, the provisions of Section 33-97.8(a) of said Code shall not apply to that portion of East Second Street lying between Sixth Avenue East and Ninth Avenue East and between Tenth Avenue East and 12th Avenue East between the hours of 7:00 o’clock A.M. and 1:00 o’clock A.M. the following morning.
BE IT FURTHER RESOLVED, that pursuant to sections 33-108 and 33-110 of said Code, both sides of East Second Street between Ninth Avenue East and Tenth Avenue East are hereby designated as a metered zone during the hours of 7:00 o’clock A.M. and 1:00 o’clock A.M. the following morning.
BE IT FURTHER RESOLVED, that this resolution shall not be effective unless and until Ordinance No. ______ [File No. 05-021-O] is approved and goes into effect.
STATEMENT OF PURPOSE: The purpose of this resolution is alter the parking authorized on East Second Street between Sixth Avenue East and 12th Avenue East.
Presently, parking is authorized on the south side of the street only between Sixth and Ninth and between Tenth and 12th. Parking is metered on the south side of the 900 block.
This resolution would first eliminate the no parking zone on the north side of East Second Street from Sixth to 12th East, causing it to automatically revert to alternate side parking. Then it would render alternate side parking inapplicable from Sixth to Ninth and from Tenth to 12th between the hours of 7:00 A.M. and 1:00 A.M., allowing parking on both sides of the street except in the early morning hours for the purpose of allowing time for cleaning and snow removal. Finally, it would render both sides of the 1000 block of East Second Street a metered zone except from 1:00 A.M. to 7:00 A.M.
All of these changes are being accomplished in recognition of the facts that the opening of the freeway reduced traffic volumes to a level that can be handled by two lanes of traffic but that the need for parking has increased. This proposal has the support of the neighborhood.
This resolution is contingent on the approval of Ordinance File No. 05-021 which is necessary to implement its provisions.
