RESOLUTION AUTHORIZING THE CITY TO ENTER INTO A JOINT POWERS AGREEMENT WITH THE STATE OF MINNESOTA PROVIDING FOR THE CITY OF DULUTH TO PARTICIPATE IN THE IDENTIFICATION BASED INFORMATION SYSTEM AT AN ESTIMATED ANNUAL COST OF $725 PER YEAR AFTER MAY 1, 2006.

BY COUNCILOR LITTLE:

     WHEREAS, the state of Minnesota, bureau of criminal apprehension, has invited the city of Duluth to participate in the identification based information system and the city of Duluth desires to participate is said system.

     NOW, THEREFORE, BE IT RESOLVED, that the proper city officers are authorized and directed to enter into a joint powers agreement with the state of Minnesota providing for the participation by the city of Duluth in the identification based information system through May 1, 2006; agreement to be substantially in the form of Public Document No. __________ on file in the office of the city clerk. Payment for any future expense shall be made from Fund 100, Agency 200, Organization 1610, Expense Source 5404.


STATEMENT OF PURPOSE:  The identification based information system is a cellular based rapid fingerprint identification system linked to a statewide data base. Under the agreement the state will provide one IBIS wireless RDT unit to the city at no cost. The state will pay for the maintenance and cellular charges during the term of the agreement. Thereafter, the city must commit to maintenance and cellular connection at an estimated cost of $725 per year. The system allows remote fingerprint identification. The system is designed to allow law enforcement agencies to rapidly identify individuals subject to active warrants.
