BY COUNCILOR ATKINS:
RESOLVED, that the proper city officials are hereby authorized to execute and implement a memorandum of understanding, in substantially the form and containing substantially the terms of that draft memorandum of understanding on file in the office of the city clerk as Public Document No. _________________, with the Duluth Workforce Council, Inc., to function as a workforce investment board withing the meaning of the Federal Workforce Investment Act, effective July 1, 2005, until terminated by either party.
STATEMENT OF PURPOSE: This resolution is to authorize the proper city officials to enter into a memorandum of understanding with the Duluth Workforce Council, Inc., to function as a workforce investment board within the meaning of the Federal Workforce Investment Act (WIA). Under WIA, the city of Duluth is designated as a workforce service area and is therefore eligible to receive funding to operate workforce development programs for eligible residents. A further condition of WIA is that each workforce service area have a workforce investment board comprised of citizen volunteers to perform oversight and administrative functions. Under the terms of the memorandum of understanding, which replaces an expired memorandum of understanding, the Duluth Workforce Council, Inc., is designated to fulfill the role of workforce investment board for the city of Duluth.
