RESOLUTION AUTHORIZING AGREEMENT WITH CARLSON MEDIA, INC. FOR DEVELOPMENT AND PRODUCTION OF AN AERIAL LIFT BRIDGE DOCUMENTARY IN THE AMOUNT OF $25,000.

BY PRESIDENT NESS:

     RESOLVED, that the proper city officers are hereby authorized to enter into a first amendment to agreement, substantially in the form of that on file in the office of the city clerk as Public Document No. __________, with Carlson Media, Inc., for the provision of professional services related to the development and production of an Aerial Lift Bridge documentary increasing the amount payable thereunder by not to exceed $25,000, payable from Fund 100, Agency 700, Organization 1410, Object 5441, and providing for receipt of proceeds to the Duluth legacy fund.


STATEMENT OF PURPOSE:  The purpose of this resolution is to authorize an agreement with Carlson Media, Inc., to develop and produce a documentary pertaining to the Aerial Lift Bridge as part of the celebration of the centennial of that Duluth landmark. This amendment would amend the agreement approved pursuant to Resolution No. 05-0539.


At present no comprehensive history of the bridge has been compiled, and there appear to be many misconceptions held by the public with regard to it. As part of the 100 year celebration, Carlson has proposed to create a video documentary providing a history of the bridge and providing a substantial store of information regarding the bridge in particular and its impact on the area and the world.


Carlson has proposed to perform their services at their cost and to dedicate the proceeds of the video documentary, to be made available in DVD and other video formats, to the Duluth legacy fund. The money to fund the costs of the production will come from donated funds. The first such amount is the $25,000 being donated by the Duluth-Superior Area Community Foundation pursuant to Resolution No. 05-0584, and an additional $25,000 is anticipated from that source in a second round of funding. In addition, other private donations are being sought; but it should be noted that the city is obligating itself only to the extent that donations (in the form of the grant from the foundation) have been already committed.


In addition to increasing the amount of the expenditure reimbursement authorized, the amendment also provides that the proceeds from the sale or distribution of the documentary would go to the Duluth legacy fund.
