RESOLUTION OF INTENT TO ESTABLISH THE BAYVIEW SCHOOL FOREST AND TO ENTER INTO A JOINT MANAGEMENT PROGRAM THEREFORE WITH THE PROCTOR SCHOOLS.

BY COUNCILOR REINERT:

     RESOLVED, that the Duluth City Council does hereby express its intent to join with the board of Independent School District No. 704 to establish the Bayview School Forest on that property generally shown on those documents on file in the office of the city clerk as Public Document No. __________ and to enter into a management program therefore in substantial conformance with the provisions contained in said public document.


STATEMENT OF PURPOSE:  The purpose of this resolution is to express the city’s intention to join with the Proctor School District in creating a school forest on approximately 100 acres of forest land to the west of the proposed Sugarloaf real estate development and to enter into a long-term management program for that area which will insure its use for educational purposes and prevent its development for other purposes. The school forest program is a program created by the MnDNR pursuant to which they assist local school districts in creating management plans for areas that are to be managed as natural education forested areas.


The mechanism to be used and the character of the restrictions are generally outlined in Kyle Deming’s memo of October 5, 2005, which is part of the referenced public document. The exact details will be the subject of a yet-to-be negotiated management agreement.
