STATEMENT OF PURPOSE:  This free conveyance of 14.7 acres of tax-forfeited land to the city is a public-to-public transfer; therefore, there is no tax base impact at this time. In addition, the land will not be available to join the tax base in the future.

This resolution requests that the Saint Louis County Board of Commissioners free-convey the described tax forfeited land for storm water drainage and steep slope protection purposes. The City Engineering staff have reviewed the stormwater movements in this area to determine how to reduce runoff volumes in the area and has recommended that these parcels be free-conveyed to the city. The city will manage the lands to help address the stormwater movement issues in the area.

This request was reviewed by the city planning commission at its regular meeting of Tuesday, November 8, 2005. The commissioners voted unanimously to recommend that the city council request the free conveyance of this property to the city of Duluth.
