RESOLUTION AUTHORIZING A PROFESSIONAL SERVICES AGREEMENT WITH F.I. SALTER COMPANY, INC., FOR THE APPRAISAL OF CERTAIN LANDS AS PART OF THE FIRST STREET PARKING RAMP PROJECT IN AN AMOUNT NOT TO EXCEED $42,000.

BY COUNCILOR GILBERT:

     RESOLVED, that the proper city officers are hereby authorized to enter into an agreement, substantially in the form of the agreement filed as Public Document No. __________, with F.I. Salter Company, Inc., for professional appraisal services related to the acquisition of certain property for the First Street medical district parking ramp project, in the amount of not exceed $42,000, payable from Fund 435, Agency 030, Object 5441.


STATEMENT OF PURPOSE:  This resolution authorizes the city to enter into a professional services contract with the firm of F.I. Salter Company, Inc., to use the appraisal services of John Hoff, Jr., a certified real estate appraiser, in the acquisition of property for the First Street medical district parking ramp.


Mr. Hoff has been of great assistance in addressing value issues related to the acquisition of the Bowcorp property and has been invaluable in addressing the issues surrounding the Voyageur Motel parking lot, first in addressing the issue of the value of the property itself and then in addressing the issue of the value of the air rights taking.


The city is presently in litigation over the value of the permanent and temporary takings of the Voyageur property interests and Mr. Hoff’s services will be vital to that process.
