BY COUNCILOR NESS:
RESOLVED, that the proper city officers are authorized and directed to enter into a joint powers agreement with the cities of Hermantown, Minnesota, and Superior, Wisconsin, and St. Louis County providing for the participation by the city of Duluth in the Lake Superior drug and gang task force. The agreement to be substantially in the form of Public Document No. __________ on file in the office of the city clerk.
STATEMENT OF PURPOSE: This resolution authorizes the proper city officials to execute an agreement to participate in the Lake Superior drug and gang task force. The city has participated in this organization with success since 1990. The task force will now investigate both drug and gang activity as a result of legislative changes in 2005. The governments participating in this task force have changed so that the unit will continue to be eligible for federal grant funds provided under the Edward Byrne memorial grant program, a federal formula grant program funded by the United States department of justice, bureau of justice assistance, and state and local assistance for narcotics control programs. The task force will target felonies that have the likelihood of being related to the distribution of narcotics or gang activity and/or other cases that have a multi-jurisdictional impact. The on-going participation by the city will enable the city to engage in an area-wide and coordinated drug and gang enforcement effort. The task force is funded with grant monies.
