RESOLUTION ESTABLISHING PARKING METER ZONES ADJACENT TO DOWNTOWN AND RATES AND TIME LIMITS THEREFORE.

BY COUNCILOR LITTLE:

     RESOLVED, that in accordance with the provisions of Section 33-208 of the Duluth City Code, 1959, as amended, the following parking meter zones are hereby established:

           The northerly side of West Third Street between First Avenue West and Mesaba Avenue.

           Both sides of West Fourth Street from Second Avenue West to Mesaba Avenue.

           Both sides of East Fourth Street between Second and Third avenues East.

           The northerly side of East Fourth Street between Third and Fourth avenues West.

           Both sides of Second Avenue West from Third Street to Fourth Street.

           The west side of Third Avenue West from Third Street to Fourth Street.

           The east side of Third Avenue West from Third Street Alley to Fourth Street.

           The west side of Fifth Avenue West from Third Street to Fourth Street Alley.

     FURTHER RESOLVED, that metered parking shall be applicable between 6:00 o’clock A.M. and 6:00 o’clock P.M. Mondays through Fridays.

     FURTHER RESOLVED, that vehicles parking in the zones hereby created shall be charged for parking at the rate of $0.25 for each one hour of such usage.


STATEMENT OF PURPOSE:  This resolution establishes on street parking meter zones and establishes parking rates and hours therefore in area adjacent to the Downtown.


The parking in the zones being established is presently not regulated and it is used extensively by Downtown employees and residents of the area. It is the intention that the use of meters will result in more parking being available to short-term visitors to the Downtown as well as raising additional revenue for the city.


The establishment of the zones is required by the City Code in order to authorize the placement of parking meters thereof.


The administration requests that this resolution be tabled and referred to the parking commission for their consideration and recommendations.
