BY COUNCILOR STOVER:
RESOLVED, that the proper city officers are hereby authorized to enter into an agreement, substantially in the form of the agreement filed as Public Document No. __________, with the Salvation Army of Duluth authorizing a grant of up to $50,000; payable from Gas Utility Fund 520, Agency 500, Organization 1915, Object 5490.
STATEMENT OF PURPOSE: This resolution authorizes the city to enter into a grant agreement with the Salvation Army to provide supplementary grants to low income persons who qualified for that agency’s Heatshare Program assistance and are in danger of having city utilities terminated for lack of payment where the funding under those programs is otherwise depleted.
Under the agreement, the Salvation Army program clients who have exhausted that agency’s resources would be eligible for up to $500 per client under this agreement. The city will reimburse the Salvation Army for funds so granted. The grant funds will then be used by the client to apply to due or overdue city utility bills. The Salvation Army will periodically request reimbursement from the city for heating assistance grants made under this program. These reimbursements will not exceed $50,000.
