BY COUNCILOR STOVER:
RESOLVED, that the proper city officials are hereby authorized to enter into the first amendment to City Contract No. 19592 with LHB Engineers and Architects, Inc. for services related to the GIS stormwater plan, increasing the scope of services for the year 2006 and the fee schedule and increasing the amount payable thereunder by $20,000; payable from the Stormwater Utility Fund 535, Agency 500, Organization 1915, Object 5310.
STATEMENT OF PURPOSE: The purpose of this resolution is to authorize an amendment to an existing agreement with LHB Engineers and Architects to provide continuing services related to the GIS map update for stormwater collecting data, inputting data and field research.
The city of Duluth, as part of its NPDES Phase II stormwater permit, is required to provide a map of the stormwater system, to review and evaluate all outfalls over a five year period and identify and eliminate illicit connections. The current GIS map of the system is not up to date and lacks information on manholes, culverts and connections of the system to streams. To comply with the permit requirements, the map must be updated as soon as possible.
Because the department did not have the capacity to undertake this additional work along with its normal duties, the city entered into a contract with LHB in 2004 in the amount of $65,000 to provide assistance in meeting this mandate. At this point, approximately seventy percent of the mapping project has been completed. The project is expected to be completed without further contract extensions.
This agreement updates the scope of services to address those services yet to be performed. It also substitutes a new fee schedule to reflect current rates. In addition, it increases the amount payable to $20,000, bring the maximum contract amount to $85,000.
