RESOLUTION AUTHORIZING AGREEMENT WITH BARR ENGINEERING COMPANY FOR PROFESSIONAL SERVICES IN CONNECTION WITH THE DULUTH COMMUNITY-WIDE BROWNFIELD ASSESSMENT PROGRAM IN THE AMOUNT OF $360,531.

BY COUNCILOR GILBERT:

     RESOLVED, that the proper city officials are hereby authorized to enter into an agreement, a copy of which is on file in the office of the city clerk as Public Document No. __________, with Barr Engineering Company for services related to Duluth community-wide brownfield assessment program in the amount of not to exceed $360,531, payable from Fund 210, Agency 30, Organization 3106, Object 5319.


STATEMENT OF PURPOSE: The purpose of this resolution is to approve an agreement with Barr Engineering Company to provide services related to Duluth community-wide brownfield assessment program.


The city applied for and received two grants totaling $400,000 from the United States environmental protection agency (US EPA) to conduct environmental brownfield assessments to identify hazardous substances and petroleum contamination on lands thought to be contaminated within the community; see Resolution No. 05-0727.


Pursuant to this resolution, the city would hire Barr Engineering to do Phase I and Phase II assessments and remedial action plans on various properties to be identified throughout the community. The funding period begins on October 1, 2005, and ends on September 30, 2007. Physical planning will manage the project.
