RESOLUTION APPROVING THE ISSUANCE OF A LAWFUL GAMBLING PREMISE PERMIT TO IRVING COMMUNITY ASSOCIATION, PIEDMONT HEIGHTS HOCKEY ASSOCIATION AND SECOND HARVEST NORTHERN LAKES FOOD BANK.

BY COUNCILOR KRAUSE:

     BE IT RESOLVED, that the Duluth City Council approves of the Minnesota gambling control board issuing a premise permit to the following organizations.

     RESOLVED FURTHER, that the city clerk is hereby authorized and directed to send a copy of this resolution to the Minnesota gambling control board immediately after its passage.

3/1/2006 Alcohol, gambling and tobacco commission discussion:

Irving Community Association - Limit Bar: Ginny Hinnenkamp was present on behalf of the application. Ms. Hinnenkamp reviewed that this will be their sixth site in the city and hope to be open April 1 at this location. To questioning from the commission, Ms. Hinnenkamp replied that they will be putting a pull tab machine in this location as required by the ordinance. The clerk stated that Officer Latour has approved this application. There being no further discussion, Mr. Anderson moved that THE PREMISE PERMIT APPLICATION OF IRVING COMMUNITY ASSOCIATION BE APPROVED AND THE SAME BE RECOMMENDED TO THE CITY COUNCIL FOR APPROVAL. Mr. Karki seconded the motion and it was unanimously approved.


Piedmont Heights Hockey Association - Bergey’s, T-Bonz: The clerk stated that this is a renewal application and has been approved by the police department. There being no further discussion, Mr. Karki moved that THE PREMISE PERMIT APPLICATION OF PIEDMONT HEIGHTS HOCKEY ASSOCIATION BE APPROVED AND THE SAME BE RECOMMENDED TO THE CITY COUNCIL FOR APPROVAL. Mr. Hanson seconded the motion and it was unanimously approved.


3/6/2006 Alcohol, gambling and tobacco commission discussion:


Second Harvest Northern Lakes Food Bank - Reef Bar: Jeff Anderson was present on behalf of the application. Mr. Anderson explained that he had sent the renewal premise permit application to the state in November and only heard back from them last week that a city council resolution also had to be included. He continued that he is a new gambling manager and was not aware of the procedure when renewing the premise permit for the Reef Bar. To questioning from the commission, Mr. Anderson replied that their premise permit expires March 31 and that is why they need to get council approval this month. To further inquiry from the commission, the clerk replied that the police department has approved this application. There being no further discussion, Mr. Anderson moved that THE PREMISE PERMIT APPLICATION OF SECOND HARVEST NORTHERN LAKES FOOD BANK BE APPROVED AND THE SAME BE RECOMMENDED TO THE CITY COUNCIL FOR APPROVAL. Mr. Karki seconded the motion and it was unanimously approved.
