RESOLUTION ACCEPTING STAR GRANT OF $4,125 FROM MINNESOTA DEPARTMENT OF NATURAL RESOURCES FOR ENVIRONMENTAL EDUCATION AND COMMITTING LOCAL MATCH.

BY COUNCILOR STOVER:

     RESOLVED, that the proper city officials are hereby authorized to apply for and to accept, if offered, a Minnesota’s Lake Superior coastal program STAR grant administered through the Minnesota department of natural resources in the amount of $4,125 for supporting a spring outreach television and radio public service information campaign.

     BE IT FURTHER RESOLVED, that the proper city officials are authorized to act as legal sponsor of said grant, to execute any documents required to be executed to accept such grant and to obligate up to $3,625 in cash match from Fund 535, Organization 1915, Object 5439 and $563.50 in match provided as in-kind services from city staff and staff of regional stormwater protection team partner organizations.


STATEMENT OF PURPOSE:  The purpose of this resolution is to authorize the city to accept a STAR grant from Minnesota’s Lake Superior coastal program for activities aimed at education of the general public.


This grant would support a spring 2006 broadcast of the three 30 seconds spots developed by the regional stormwater protection team(RSPT). RSPT is composed of 21 regional municipalities and agencies committed to providing a uniform message on maintaining surface water quality in the region. The spots would air on local radio and television networks paralleling other RSPT member activities including the city of Duluth/South St. Louis SWCD sweep up campaign, the university of Minnesota clean sweep campaign, the St. Louis River citizens action committee year of the river and other member activities. RSPT members will also prepare a series of public information press releases in support of the spot.
