RESOLUTION AUTHORIZING THE EXECUTION OF A CONTRACT ADDENDUM WITH THE ARROWHEAD REGIONAL DEVELOPMENT COMMISSION FOR A REDUCTION IN FEDERAL AND NSIP FUNDING OF $4,206 WHICH WILL DECREASE THE TOTAL AMOUNT OF FUNDS AVAILABLE FOR SENIOR DINING TO NOT EXCEED $264,778.

BY COUNCILOR STAUBER:

WHEREAS, the city has received notification from the Arrowhead Regional Development Commission of the decrease in federal and NSIP funds available for the operation of the senior dining program during the year 2006; thus, the new maximum amount available will be $264,778; and

WHEREAS, said reduction in funds of $4,206 will not result in a reduction in the maximum number of meals that can receive reimbursement in 2006 (same maximum of 72,500), but will decrease the per meal reimbursement from its current rate of $3.71 for each eligible congregate meal served to $3.652114.

RESOLVED, that the proper city officers execute the contract addendum (Public Document No. ___________) and upon receipt of the funds from the Arrowhead Regional Development Commission that such federal funds be deposited into Fund Account 272, Agency 031, Revenue Source 4214 and such NSIP funds be deposited into Fund Account 272, Agency 031, Revenue Source 4215.

STATEMENT OF PURPOSE: This addendum is for Contract Number 19756 and is for the purpose of acknowledging the reduction in federal and NSIP funds that are available for the year 2006 for the senior dining program. Due to the differences in fiscal years, definite funding allocations were not known at the time of this original agreement. At the beginning of March, the Arrowhead Area Agency on Aging received notice of changes to the 2006 allocations for senior dining. The senior dining program received a reduction in federal funds of $1,167 and a reduction in NSIP funds of $3,039. This results in a total reduction in funds for 2006 of $4,206 which brings the maximum amount of funds available for this contract year to $264,778. In order to keep the maximum number of meals that we can receive reimbursement for the same throughout 2006 (at 72,500 eligible meals), the per meal reimbursement rate was reduced from $3.71 to $3.652114.
