RESOLUTION AMENDING RESOLUTION 04-0335 TO REPLACE SERVICE ENGINEERING GROUP WITH ENGINEERING PARTNERS, LLC, TO PROVIDE PROFESSIONAL FIELD AND LABORATORY TESTING SERVICES FOR AN ESTIMATED TOTAL OF $10,000.

BY COUNCILOR STOVER:

     By Resolution 04-0335, the council did authorize the proper city officials to enter into an agreement with American Engineering Testing, Inc., Twin Ports Testing, Inc., GME Consultants, Inc., and Service Engineering Group to provide the city with field and laboratory testing services for a three-year period at a total estimated cost of $50,000.

     Service Engineering Group is no longer providing testing services.

     RESOLVED, that the proper city officials are hereby authorized to amend Resolution 04-0335 to enter into an agreement with Engineering Partners, LLC, for testing services formerly provided by Service Engineering Group at a total estimated amount of $10,000. The costs of said field and laboratory testing services will be payable from the various funds, departments/agencies, organizations and objects.


STATEMENT OF PURPOSE:  This resolution will authorize annual field and laboratory testing for the engineering division to support construction, operations and maintenance of city systems. The tests include:

     (a)  Density of subgrade, gravel base and bituminous surface;

     (b)  Density test to ensure proper compaction of utility trenches to prevent settlement;

     (c)  Gradation tests to make sure proper sizes and amounts of sand, gravel and rock are in each aggregate, for base, concrete or bituminous mixture;

     (d)  Extraction test - check the amount of asphalt cement (oil) in the bituminous mixture;

     (e)  Concrete strength - test cylinders are broken after the cure period to verify design strength is met.


This is the third year of a three-year agreement. Costs will be passed through to the appropriate projects. Engineering Partners, LLC, will replace Service Engineering Group, which no longer provides testing services. Requisition No. 06-0139.
