BY COUNCILOR STAUBER AND PRESIDENT REINERT:
Duluth International Airport is vital to the community and its economy; and
In 2003, the governor and the legislature transferred $15 million from the state airports fund to the general fund to assist with the shortfall in the general fund; and
all revenues to the state airports fund are “user” taxes; and
the current balance in the state airports fund will severely reduce the Minnesota aviation program; and
Action by the governor and the legislature are necessary to resolve this problem.
THEREFORE, the Duluth City Council requests that the Minnesota House of
Representatives, the senate and the governor take action to transfer
STATEMENT OF PURPOSE: The airport user fees are deposited in the state airports fund. The money is used for improvements and programs to help airports. The state took money out of the fund to satisfy their budget needs and transferred it to the state general fund in 2003. This resolution requests that the state restores the money that it took from the airports fund in 2003.
