RESOLUTION ORDERING THE TEMPORARY CLOSURE OF THE NORTHBOUND LANE OF LAKEVIEW DRIVE AT SNIVELY ROAD FOR A SIX MONTH PERIOD.

BY COUNCILOR STOVER:

     RESOLVED, that the city council of the city of Duluth directs the public works and utilities department to physically close the northbound lane of Lakeview Drive at Snively Road for a period of six months, the exact location to be determined by appropriate city personnel.


STATEMENT OF PURPOSE:  This resolution orders the temporary closure of Lakeview Drive at Snively Road.


At the request of neighborhood residents, a comprehensive traffic analysis of vehicle speeds and volumes was conducted in an area bounded by Woodland Avenue, Lakeview Drive, Wallace Avenue and Snively Road. The perception of some neighborhood residents was that an inordinate amount of non-neighborhood traffic was using Lakeview Drive as a cut-through route from Wallace Avenue and Vermilion Road to Snively Road. The traffic analysis determined that speeds are similar to other parts of the city and do not warrant any closure or further traffic calming. The volume of traffic on Lakeview Drive, on the other hand, does indicate that a large number of motorists are using Lakeview Drive as a cut-through route from Wallace Avenue and Vermilion Road to Snively Road.


Wallace Avenue, Woodland Avenue and Snively Road are County State Aid Highways. They all carry large volumes of traffic and have signals at their intersections. Traffic delays on this route are common and expected. The location of Lakeview Drive on the east side of the study area does provide an attractive alternative through a residential neighborhood. The traffic counts conducted during this study did validate that a cut-through problem does exist.


The planning director and city engineer have recommended that the northbound lane of Lakeview Drive be closed to traffic at Snively Road. This closure will be done with temporary barriers for a period of six months. A survey of the neighborhood will be conducted near the end of the six-month period to determine the effectiveness of the closure and to gather public comments. Pending the results of the survey, the road will either be opened back up to through traffic or a new resolution will be prepared for the council to consider the permanent closure of northbound Lakeview Drive at Snively Road.
