RESOLUTION AUTHORIZING THE PROPER CITY OFFICIALS TO ENTER INTO A JOINT AGREEMENT WITH THE MINNESOTA DEPARTMENT OF TRANSPORTATION, ST. LOUIS COUNTY, HERMANTOWN AND THE CITY OF DULUTH, FOR DESIGN AND CONSTRUCTION ENGINEERING EXPENSES, ENVIRONMENTAL DOCUMENTATION PREPARATION AND THE PARTICIPATING CONSTRUCTION COST SHARE FOR THE RECONSTRUCTION OF AIRPORT ROAD, AT AN ESTIMATED COST TO THE CITY OF $237,800.

BY COUNCILOR STOVER:

     RESOLVED, that the proper city officials are hereby authorized to enter into a joint agreement with the Minnesota department of transportation, Hermantown and St. Louis County. The costs associated with this agreement for the reconstruction of Airport Road have a total estimated cost of $237,800: $118,000 for the city’s non-federal portion of the construction costs, $72,600 for the design engineering costs by a consulting firm and $47,200 for the construction engineering costs for St. Louis County. These costs will be payable from the Permanent Improvement Fund 0411, Department/Agency 035, Object 5530, and would be reimbursed from the city’s municipal state aid construction account, Project PI0526TR.


STATEMENT OF PURPOSE:  This resolution will authorize entering into a joint agreement with Mn/DOT, St. Louis County, Hermantown and the city of Duluth for design and construction, engineering expenses, environmental documentation preparation and the participating construction cost share for the reconstruction of Airport Road. The project will reconstruct a portion of Airport Road and will also include a new connection from Airport Road from TH 53 near Northern Tool to Airport Road near Cirrus Aviation. A new signal system will be installed at the new intersection of TH 53. The city is financially responsible for the Airport Road portion of this project. Eighty percent of construction costs will be paid for using federal high priority project funding. The remaining 20 percent plus engineering costs will be paid for from the city’s municipal state aid account. Based on the cost proposal developed through agreement by all parties, the city’s total obligation (20 percent match and engineering fees) for this project is estimated at $237,800.
