BY COUNCILOR STOVER:
RESOLVED, that KGM Contractors, Inc., be and hereby is awarded a contract for the final closure and remediation of Dumpsite No. 1 (formerly Stanley A. Lepak property), located at 4206 Rice Lake Road in accordance with its low specification bid of $273,071, terms net 30, FOB destination, payable out of the Self-Insurance-Liabilities Fund 0610, Department/Agency 0036, Organization 1651, Object 5319.
STATEMENT OF PURPOSE: This resolution will award a contract to KGM Contractors, Inc., for the second phase of remedial action at the former city of Duluth Dumpsite #1, located at 4206 Rice Lake Road in accordance with its low specification bid of $273,071, payable out of the city’s self-insurance-liabilities fund.
This project will entail asbestos-containing materials (ACM) removal, building demolition, waste excavation, consolidation of wastes onsite, placement of cover soils, gas vent installation, installation of a methane monitoring system in remaining building and site grading and restoration.
This project will bring the city into compliance with the response action plan approved by the Minnesota pollution control agency (MPCA) for this superfund site.
KGM Contractors, Inc., located in Angora, Minnesota, was the lowest of four bids received of the companies who responded. Colin Rechoff, the project engineer from Short Elliott Hendrickson, Inc., estimated the project at $272,237.50.
