BY COUNCILOR JOHNSON:
RESOLVED, that the proposed amendments to the specifications for the civil service classification of employee benefits specialist, which were approved by the civil service board on September 5, 2006, and which are filed with the city clerk as Public Document No. ________________, are approved; that said classification shall remain subject to the city’s collective bargaining agreement with its basic unit employees, that the pay range will change from Pay Range 131 to Pay Range 136. The proper city officials are authorized to execute and implement an agreement with the union to provide for employing one or more unit members consistent with this resolution.
STATEMENT OF PURPOSE: Upon the retirement of the employee benefits administrator, the benefit administration function was reviewed and a new job description was written to capture the duties and tasks the city felt would be necessary for the position. Since hiring a new employee benefits specialist, it has become apparent that the city underestimated what was needed in this classification. The employee benefits specialist plays a key role in providing advice and expertise as we move forward in resolving the medical benefit issues currently facing the city of Duluth. Therefore, the description was revised to reflect the higher level of responsibility required in the position. The pay rate negotiated for this classification is Pay Range 136, pay rate of $4,132 to $4,909 per month. This is a change from Pay Range 131, pay rate of $3,333 to $3,941 per month.
