RESOLUTION AUTHORIZING THE PROPER CITY OFFICIALS TO EXECUTE A MAINTENANCE AGREEMENT WITH ST. LOUIS COUNTY FOR COMPUTER HARDWARE AND SOFTWARE ASSOCIATED WITH PARTICIPATION IN A SHARED INTEGRATED CRIMINAL JUSTICE SYSTEM KNOWN AS NEMESIS (NORTHEASTERN MINNESOTA ENFORCEMENT AND SAFETY INFORMATION SYSTEM), FOR $27,500.28.

BY COUNCILOR LITTLE:

     RESOLVED, that the proper city officials are hereby authorized to execute a maintenance agreement with St. Louis County for computer hardware and software associated with participation in a shared integrated criminal justice system known as NEMESIS (Northeastern Minnesota Enforcement and Safety Information System), for $27,500.28, terms net 30, FOB destination, payable from General Fund 100, Department/Agency 200, Organization 1610, Object 5404.


STATEMENT OF PURPOSE:  This resolution will authorize the Duluth police department to execute a maintenance agreement with St. Louis County for computer hardware and software associated with participation in a shared integrated criminal justice system known as NEMESIS (Northeastern Minnesota Enforcement and Safety Information System), for $27,500.28, payable from General Fund 100.


This opportunity exists because of a charter agreement between the St. Louis County sheriff’s department (host), Duluth police department, Hermantown police department, Proctor police department, and the University of Minnesota Duluth campus police (charter subscribers).


The original agreement was set up when St. Louis County was awarded a CriMet criminal justice grant to implement a shared integrated criminal justice information system as the lead agency for the region. St. Louis County, as host sought to do this in the Arrowhead region with the active assistance and financial support of charter subscribers listed above.


Former Police Chief Scott Lyons signed the original charter agreement, along with other charter subscribers in fall of 2002. Requisition No. 06-0333
