RESOLUTION AUTHORIZING THE PROPER CITY OFFICIALS TO ENTER INTO A JOINT CONTRACT WITH THE CITY OF PROCTOR AND ST. LOUIS COUNTY FOR THE JOINT IMPLEMENTATION OF PHASE TWO OF THE BIKEWAYS PLAN, AT AN ESTIMATED COST TO THE CITY OF $13,000.

BY COUNCILOR STOVER:

     RESOLVED, that the proper city officials are hereby authorized to execute an agreement with the city of Proctor and St. Louis County authorizing the joint implementation of Phase 2 of the Duluth-Superior metropolitan area bikeways plan in Duluth, Proctor and St. Louis County for an estimated cost to Duluth of $13,000 to be paid from the Permanent Improvement Fund 0411, Department/Agency 035, Object 5530.


STATEMENT OF PURPOSE:  In 1994, the metropolitan interstate commission completed the Duluth/Superior metropolitan area bikeways plan, which delineates bicycle routes in Duluth, Hermantown, Proctor and St. Louis County. The city of Duluth, the city of Proctor and St. Louis County desire to enter into a joint agreement to implement phase two of the bikeways plan which would identify bike routes, design plans, and construct the project in Duluth, Proctor and St. Louis County. A major portion of the project is to be funded by Federal TEA-21 funds, and the parties desire to equitably and proportionally share their local costs. Under this agreement, St. Louis County shall be responsible for the preliminary engineering for the project, Proctor will be responsible for writing the project memorandum, and Duluth will be responsible for the bidding and construction administration of the project. Proctor and St. Louis County will reimburse Duluth for their respective parts of the project based on the actual proportional cost of the project that occurs within their respective jurisdictions.
