BE IT RESOLVED, that the city council of the city of Duluth hereby issues the following temporary on sale 3.2 percent malt liquor license, subject to departmental approvals with any specific restrictions:
College of St. Scholastica, 1200 Kenwood Avenue, for December 1, 2006, with Awah Foncha, manager.
Alcohol, gambling and tobacco commission discussion on 11/1/2006: Awah Foncha was present on behalf of the application. Ms. Foncha explained that the organization United for Africa is sponsoring an aids benefit dance at St. Scholastica on December 3, and they would like to serve 3.2 beer at the event. She continued saying that they will be having a beer garden in a separate room from the dance, and no one will be allowed to leave the beer garden with their drink. To the commission’s questioning, Ms. Foncha replied that they will be hiring two off duty police officers along with campus security to check ID’s, and students will be wearing wristbands identifying them if they are able to drink beer. The clerk stated that Officer Latour has approved this application as they are following security procedures that they have used for previous events and there have been no problems in the past. There being no further discussion, Mr. Anderson moved THAT THE APPLICATION OF COLLEGE OF ST. SCHOLASTICA, 1200 KENWOOD AVENUE , FOR A TEMPORARY ON SALE 3.2 PERCENT MALT LIQUOR LICENSE FOR DECEMBER 1, 2006, WITH AWAH FONCHA, MANAGER BE APPROVED AND THE SAME BE RECOMMENDED TO THE CITY COUNCIL FOR APPROVAL. Mr. Serre seconded the motion and it was unanimously approved.
