BY COUNCILOR LITTLE:
RESOLVED, that LDV, Inc., be and hereby is awarded a contract for a mobile command post vehicle - Model #SWTMCC16LGS260-03 for the city of Duluth police department in accordance with specifications on its bid of $151,553, terms net 30, FOB destination, payable out of the Capital Equipment Fund 0250, Department/Agency, Organization 2006-V604, Object 5580.
STATEMENT OF PURPOSE: This resolution will authorize the purchase of a mobile command post vehicle - Model #SWTMCC16LGS260-03 for the city of Duluth police department - in accordance with specifications on its bid of $151,553, payable from the capital equipment fund.
Specialty Vehicle Solutions, LLC, was the low bid of two bids received. However, it is the city’s intention to award this bid to LDV, Inc., for several reasons.
In May of 2005, the city received a mobile command post which was designed to provide the greatest base of communication interoperability throughout the region. The command post vehicle has a unique feature which allows it not only to receive, but to send information to other field operations. This mobile command post was built to the highest level of quality by LDV, Inc., a Wisconsin company. LDV, Inc., also builds other specialized law enforcement vehicles.
The police department has within its capital fleet budget funds designated for the purchase of another specialized vehicle; the police chief committed funds to build and purchase a tactical team response vehicle.
The needs of this tactical vehicle will rely on the link with the command post. Police officers are frequently faced with situations where communications and compatibility are apparent within the first few minutes of an incident. Within those moments, the officers’ safety is jeopardized and we do not want to be faced with that circumstance each time these two units must work together. This is only one of the reasons, besides the quality of workmanship, which is the basis for the city’s request that this tactical vehicle be purchased through LDV, Inc.
