RESOLVED, that the proper city officials are authorized to enter into an agreement substantially in the form of that on file in the office of the city clerk as Public Document No. ____________, with St. Louis County pursuant to which the city will reimburse the county for half the cost of a professional services contract between St. Louis County and Whitney Crettol to complete the planning process for the Duluth/St. Louis County ten year plan to end homelessness, at a total cost not to exceed $10,000, payable from Fund 262-020-5434-CD06CD-ADMC-AD01.
STATEMENT OF PURPOSE: This resolution authorizes a financial participation in the completion of the planning process for the Duluth/St. Louis County Ten year plan to end homelessness. The city engaged the community in this planning process in 2005 as part of the city of Duluth’s consolidated planning process for community development. The consolidated plan is a five-year plan that provides strategies for a targeted approach to investing HUD funds to assist low-moderate income persons in Duluth, emphasizing assisting persons who are or may become homeless. As a part of HUD’s national emphasis on ending homelessness in ten years, the city of Duluth signed on to plan and work towards achieving this goal.
In November 2005, St. Louis County engaged the county as a whole to work on a similar process. It was agreed to share resources to be efficient in planning for services and housing to address this growing community issue. The city of Duluth and St. Louis County agreed to work on this planning initiative together. As such, each jurisdiction has written grants and provided “in-kind” resources to assist with the development of the ten year plan. In an effort to assist both jurisdictions in an expedient manner, it was agreed to engage Whitney Crettol in completing the implementation steps and strategies of the ten year plan prior to the next round of funding for these activities, which will be in May and June of this year. The additional cost is $20,000 and it was agreed to share equally in the cost of this service.
It is anticipated that the city’s community development committee will hold a public hearing on February 27, 2007, to hear comments on the Duluth/St. Louis County ten year plan to end homelessness and then adopt new strategies and amend the city’s 2005-2009 consolidated plan to reflect the implementation steps as developed. This consolidated plan amendment would then be transmitted to the city council for adoption in March of 2007.
