RESOLUTION AUTHORIZING THE PROPER CITY OFFICIALS TO ENTER INTO AN AGREEMENT WITH AMERICAN ENGINEERING AND TESTING TO PROVIDE PROFESSIONAL FIELD AND LABORATORY TESTING SERVICES FOR 2007 CONSTRUCTION PROJECTS FOR AN ESTIMATED TOTAL OF $15,000.

BY COUNCILOR JOHNSON:

     RESOLVED, that the city of Duluth desires field and laboratory testing and desires to hire professional consulting firms to provide the services required to support the construction, operation and maintenance of city systems.

     American Engineering and Testing has submitted a fee schedule for field and laboratory testing services in connection with the work.

     The proper city officials are hereby authorized to enter into an agreement with American Engineering and Testing to provide the city with such field and laboratory testing services.

     FURTHER RESOLVED, that the cost of said field and laboratory testing services, at a total estimated cost of $15,000, will be paid from the various funds, departments, agencies, organizations and objects.


STATEMENT OF PURPOSE:  This resolution will authorize annual field and laboratory testing for the engineering division to support construction, operation and maintenance of city systems. The tests may include 1) density of subgrate, gravel base and bituminous surfaces; 2) density test to ensure proper compaction of utility trenches to prevent settlement; 3) gradation tests to ensure proper sizes and amount of sand, gravel and rock are in each aggregate for base, concrete or bituminous mixture; 4) extraction test, which checks the amount of asphalt cement (oil) in bituminous mixture; 5) concrete strength, in which test cylinders are broken after the cure period to verify that design strength is met; 6) soil borings to verify existing soil conditions and exploratory boring for ledge rock. This is the first year of a three-year agreement. It is anticipated that this contract would be a blanket purchase agreement, with projects ordered and billed on an hourly basis. Entering into an agreement with the city of Duluth does not guarantee a minimum order on this contract. Bid No. 07-0188.
