BE IT RESOLVED, that the city council of the city of Duluth hereby approves the transfer of the following on sale intoxicating liquor license and on sale Sunday license and approves the application of a late entertainment license and a 2:00 a.m. beverage license for the period ending August 31, 2007, subject to departmental approvals and the payment of sales and property taxes:
Pioneer Investments of Duluth, LLC (Jim’s Pioneer Bar), 323 West First Street, with Elizabeth Harstad, 51 percent stockholder and Rodger Harstad, 49 percent stockholder, transferred from Scanlon River Inn, Inc. (Pioneer Bar), same address.
Alcohol, gambling and tobacco commission discussion of 2/7/2007: Rodger and Elizabeth Harstad were present on behalf of the application. Mr. Harstad explained that they will be taking over the operation at the Pioneer Bar and hope to have the transfer complete by March 1. To questioning from the commission, Mr. Harstad replied that neither he or his wife have any alcohol experience, but they are familiar with the rules and regulations of the liquor code, and that they will be retaining the current manager of the bar and the bartenders who are currently working there. To questioning from the commission, the clerk replied that all sales and property taxes would have to be current in order for the transfer to be completed. To further questioning, Ms. Harstad replied that they will be closing the bar for a short period to do some remodeling and will be using the food menu of Chef Ye’s for their food service. Officer LaTour stated that the police department recommends approval. There being no further discussion, Mr. Hanson moved that THE APPLICATION OF PIONEER INVESTMENTS OF DULUTH, LLC (JIM’S PIONEER BAR), 323 WEST FIRST STREET, FOR TRANSFER OF THE ON SALE INTOXICATING LIQUOR LICENSE, ON SALE SUNDAY LICENSE AND APPLICATION FOR A LATE ENTERTAINMENT LICENSE AND 2:00 A.M. BEVERAGE LICENSE FOR THE PERIOD ENDING AUGUST 31, 2007, WITH ELIZABETH HARSTAD, 51 PERCENT STOCKHOLDER AND RODGER HARSTAD, 49 PERCENT STOCKHOLDER, TRANSFERRED FROM SCANLON RIVER INN, INC. (PIONEER BAR), SAME ADDRESS, BE APPROVED, AND THE SAME BE RECOMMENDED TO THE CITY COUNCIL FOR APPROVAL. Mr. Khalar seconded the motion and it was unanimously approved.
