RESOLUTION APPROVING PROPOSED SPECIFICATIONS FOR THE NEW CIVIL SERVICE CLASSIFICATION OF ADMINISTRATOR, LAND USE REGULATIONS, AND SPECIFYING CONTRACT BENEFITS FOR SAME.

BY COUNCILOR GILBERT:

     RESOLVED, that the proposed specifications for the new civil service classification of administrator, land use regulations, which were approved by the civil service board on February 6, 2007, and which are filed with the city clerk as Public Document No. _____________, are approved; that said classification shall be subject to the city’s collective bargaining unit with its basic unit employees; and that pay range for said classification shall be Range 138. The proper city officials are authorized to execute and implement an agreement with the union to provide for employing one or more unit members consistent with this resolution.


STATEMENT OF PURPOSE:  An organizational audit indicated a need for a top-level staff person who can serve as deputy for the director of planning as well as act as lead person in conducting complex reviews to ensure development projects are in conformance with the comprehensive plan. This position will be responsible for performing complex reviews to assess the immediate and long-term effects on land use, transportation, housing, recreation and economics in the city. In addition, the person in this position will provide direction to others on a project basis, including delegating tasks, reviewing work, and instructing in work procedures. The pay range negotiated for the classification is Range 138, $4,504 to $5,380 per month.
