BY COUNCILOR GILBERT:
RESOLVED, that the proposed amendments to the specifications for the civil service classification of senior planner, which were approved by the civil service board on February 6, 2007, and which are filed with the city clerk as Public Document No. _________________, are approved; that said classification shall remain subject to the city’s collective bargaining agreement with its basic unit employees, that the pay range will change from Pay Range 134 to Pay Range 136. The proper city officials are authorized to execute and implement an agreement with the union to provide for employing one or more unit members consistent with this resolution.
STATEMENT OF PURPOSE: A review of the classification indicated that the education and experience requirements were at a level that does not ensure the skills needed to successfully carry out job duties. The major revisions include an increased emphasis on grant writing and grant management, and changes to the education and experience requirements. As the planning field has become more complex with additional laws and regulations, there is a need to hire skilled personnel who are able to become proficient at their duties in a relatively short period of time, with little on-the-job training available. A comparable worth evaluation of the classification resulted in the negotiated pay rate of Pay Range 136, pay rate of $4,132 to $4,909 per month. This is a change from Pay Range 134, pay rate of $3,782 to $4,504 per month.
