RESOLUTION REALLOCATING $120,000 OF THE TOURISM TAX FUND BALANCE AND $100,000 OF THE GENERAL FUND CAPITAL IMPROVEMENT BUDGET.

BY COUNCILOR STEWART:

     WHEREAS, per the 2007 city budget ordinance as passed and amended, any changes to the general fund support capital budget in excess of ten percent of the total must be approved by the city council; and

     WHEREAS, the city desires to reallocate monies within the tourism tax fund and the general fund capital budget to other projects;

     NOW, BE IT RESOLVED, that the $120,000 in the tourism tax fund originally allocated to the capital improvement fund for repairs at the Lake Superior Zoological Gardens be reallocated as follows: $50,000 for repairs of the pedestrian drawbridge; $50,000 to Spirit Mountain for capital projects; $10,000 to the maintenance division in the general fund for the purpose of trail maintenance; and $10,000 to general fund transfers department for the purchase of all terrain vehicles for use on trails in the city.

     AND LET IT FURTHER BE RESOLVED, that $100,000 in the general fund support capital budget be reallocated from the Indian Point Campground project to repairs to the pedestrian drawbridge.


STATEMENT OF PURPOSE:  This resolution follows the new requirement in the budget ordinance that all changes in excess of ten percent of the total general fund support capital improvement budget, which for 2007 totals $600,000, be approved by the council. The aministration wishes to reallocate $100,000 of the budget from Indian Point Campground to the pedestrian drawbridge repair. In addition, $120,000 was appropriated for capital improvements out of the tourism tax fund in the 2007 allocation to be used for repair of the tiger deck at the zoo. The administration is proposing to reallocate those dollars to four different areas - $50,000 for the pedestrian bridge to be added to the above amount; $50,000 to Spirit Mountain to be used for the installation of an elevator; $10,000 for trail maintenance projects; and $10,000 for the purchase of two all terrain vehicles to be used for trail use enforcement. This resolution does not appropriate additional dollars - it only reallocates existing dollars that were earmarked for certain 2007 capital improvements to higher priority items.
