RESOLUTION ADOPTING AMENDED GUIDELINES FOR THE I&I PROGRAM.

BY COUNCILOR JOHNSON:

     WHEREAS, pursuant to Minnesota Statutes Section 471.342, the city is authorized to establish an inflow and infiltration (I&I) program to reduce inflow and infiltration of unpolluted waters into its sanitary sewer system; and

     WHEREAS, pursuant to Subdivision 4 of said statute, the city is required to adopt program guidelines to establish program eligibility and program standards for compliance; and

     WHEREAS, on June 28, 2004, the city council approved Resolution No. 04-0446 approving those revised I&I grant program guidelines on file in the office of the city clerk as Public Document No. 04-0712-14 (the 2004 guidelines); and

     WHEREAS, it is necessary and appropriate to amend the 2004 guidelines to reflect adjustments in the program the need for which have become apparent in implementing the 2004 guidelines.

     RESOLVED, that the revised I&I grant program guidelines on file in the office of the city clerk as Public Document No. 04-0712-14 are hereby rescinded and the amended I&I grant and loan program guidelines, sixth edition, dated February 13, 2007, are hereby adopted pursuant to the requirements of Minnesota Statutes Section 471.342, subd. 4.


STATEMENT OF PURPOSE:  The purpose of this resolution is to amend the I&I program guidelines adopted in 2004 to make adjustments the need for which has been demonstrated since the 2004 guidelines were adopted.


The major changes in the guidelines are to increase the amount available for grants to property owners from $1,800 to $2,150, to clarify that program funds would not be available to fix systems installed in violation of code and to make other minor modifications in the process.
