BY COUNCILOR GILBERT:
RESOLVED, that the proposed amendment to the pay range for the civil service classification of solid waste compliance officer, the specifications for which were approved by the civil service board on May 4, 2004, and which are filed with the city clerk as Public Document No. ________________, and by the city council on October 24, 2005, as Resolution 05-0704 is approved; that said classification shall remain subject to the city’s collective bargaining agreement with its basic unit employees, that the pay range will change from Pay Range 25 to Pay Range 28. The proper city officials are authorized to execute and implement an agreement with the union to provide for employing one or more unit members consistent with this resolution.
STATEMENT OF PURPOSE: This classification was recently reviewed and evaluated using the city of Duluth’s comparable worth job evaluation system. The previous evaluation occurred when the position was vacant; at that time, the ratings were based on work that had been performed by the previous incumbent. At the time of the evaluation, some of the job tasks, such as educational outreach, were deemed not typical of the position because they were rarely, if ever, performed. Since filling the position, those tasks have been performed regularly and hold increasing importance. The restructuring of job duties and amount of time spent performing them resulted in the request to re-evaluate the salary. The pay rate negotiated for this classification is Pay Range 28, pay rate of $3,065 to $3,626 per month. This is a change from Pay Range 25, pay rate of $2,704 to $3,190 per month.
