BY COUNCILOR LITTLE:
RESOLVED, that the proposed specifications for the new civil service classification of maintenance worker helper, which was approved by the civil service board on February 6, 2007, and which is filed with the city clerk as Public Document No. _______________, is approved; that said classification shall be subject to the city’s collective bargaining unit with its basic unit employees. The pay for the classification shall be that determined by law and the applicable collective bargaining agreement. The proper city officials are authorized to execute and implement an agreement with the union to provide for employing one or more unit members consistent with this resolution.
STATEMENT OF PURPOSE: The administration has created a job description called maintenance worker helper. This is intended to be an entry level, unskilled, casual labor position from which hard working, reliable employees who are willing to seek out and achieve further training or qualification can compete for promotional opportunities within the city. It has long been the position of many in the community that access to full time governmental employment, complete with benefits including health care and retirement, has been difficult for the disadvantaged, the minority, the younger or older applicants. This position is intended to correct that belief and to provide affordable labor to the city. The position has been approved by civil service. The pay rate has not been agreed to by the union. Arbitration of that pay rate has been requested. This resolution will approve the job title and description.
