RESOLUTION ACCEPTING A GRANT FROM THE MINNESOTA DEPARTMENT OF NATURAL RESOURCES FOR THE CONSTRUCTION OF THE LAKEWALK EAST TRAIL EXTENSION PHASE II IN THE AMOUNT OF $130,000.

BY COUNCILOR JOHNSON:

     The city council finds as follows:

     (a)  That the city of Duluth has applied to the department of natural resources for a grant from the regional trails program for the construction of the Lakewalk East trail extension Phase II, from the end of Phase I of the existing trail at 36th Avenue East to approximately 47th Avenue East, S.P. 118-090-013, City Project No. 0580TR;

     (b)  The grant has been approved and the amount of the grant has been determined to be $130,000.

     NOW, THEREFORE BE IT RESOLVED, that the city of Duluth does hereby accept said grant and authorizes the proper city officials to execute and implement the grant agreement on file with the city clerk as Public Document No. ______________ wherein the city agrees to maintain the facilities, trail and equipment for no less than 20 years and requires the city of Duluth to provide matching funds equal to the grant amount.

     FURTHER RESOLVED, that Wayne Parson, city auditor, having an address of 411 West First Street, Room 107 City Hall, Duluth, Minnesota 55802, is hereby designated as fiscal agent to receive said grant, and grant monies received hereunder shall be deposited into the Capital Improvement Fund 0450, Agency 035, Object 5530, City Project No. 0580TR.


STATEMENT OF PURPOSE:  This resolution accepts a grant from the Minnesota Department of natural resources regional trails program in the amount of $130,000 for construction of the Lakewalk East trail extension Phase II, from the end of Phase I of the existing trail at 36th Avenue East to approximately 47th Avenue East, depending upon available funding. This grant requires that the city provide local matching funds equal to the grant. The trail, facilities and equipment will be maintained by the city for no less than 20 years. The city will complete the project and fully pay for it, produce documentation to the department of natural resources that shows actual expenditures, and then receive half of what was spent up to the maximum of $130,000. The fiscal agent for this grant is Wayne Parson, Duluth city auditor, 411 West First Street, Duluth, MN 55802.
