RESOLVED, that the Saint Louis County Board of Commissioners is hereby requested to free convey to the city of Duluth the following tax forfeited parcels for parks and recreation purposes(FN 07074):
FOND DU LAC FOURTH STREET, Lots 61-79 (odd numbered) and Lots 62, 65 and 66 (Parcel ID 1620-00290 and 1620-01320) and FOND DU LAC FIFTH STREET, Lots 61-69 (odd numbered) (1630-00310).
STATEMENT OF PURPOSE: This resolution requests that the Saint Louis County Board of Commissioners free-convey the described tax forfeited land for parks and recreation purposes.
This 1.98 acre property is adjoining the Fond du Lac Community Recreation Center. The site is bounded on the north by Fifth Street, on the south by Highway 23, on the east by 131st Avenue West and on the West by Mission Creek. Recreational field space (i.e. soccer), baseball backstop and playground equipment currently exist on the tax forfeited property. Acquisition of the tax forfeited parcels will allow this entire site to be fully assembled under city ownership and reserved for parks and recreation purposes.
This request was reviewed by the parks and recreation commission on may 9, 2007 and by the planning commission on June 12, 2007. Both bodies voted unanimously to recommend that the city council request the free conveyance of this property to the city of Duluth.
This free conveyance of tax-forfeited land to the city is a public-to-public transfer; therefore, there is no tax base impact at this time. In addition, the land will not be available to join the tax base in the future.
