BY COUNCILOR GILBERT:
The city council finds as follows:
(a) The administration recommends that golf course managers be allowed to contract out the task of course maintenance; and
(b) State law may require that if the city proposes to contract out the task of course maintenance, then it must notify the collective bargaining unit and “meet and negotiate in good faith regarding the terms and conditions of employment”; and
(c) The administration’s alternative plan of immediately closing the golf courses is not in the public interest; and
(d) The city has several options available to keep the golf courses open pending negotiation with the union, including use of provisional employees, part-time student employees, existing staff and/or employees hired under the newly created maintenance worker helper position.
NOW, THEREFORE, BE IT RESOLVED, that if the administration pursues contracting out the task of course maintenance then the city council requests that the administration meet and enter into negotiations with the union or take other action as may be required by state law, and utilize one or more of the options described above to keep the golf courses open pending negotiations or other action.
STATEMENT OF PURPOSE: This resolution requests the administration to perform any required negotiation with the AFSCME union and suggests possible alternatives to keep the golf courses open during that time.
