RESOLUTION REQUESTING THE FREE CONVEYANCE OF 466.6 ACRES OF TAX FORFEITED LAND FOR PUBLIC RECREATION AND TRAIL PURPOSES AND FREE CONVEYANCE OF 4.13 ACRES OF TAX FORFEITED LAND FOR PUBLIC ROADWAY AND UTILITY PURPOSES, LOCATED IN THE AMITY CREEK-LESTER RIVER WATERSHED AREA, NORTH OF SUPERIOR STREET TO THE NORTHERN CITY LIMITS.

     RESOLVED, that the Saint Louis County Board of Commissioners is hereby requested to free convey to the city of Duluth the following tax forfeited parcels for public recreation and trail purposes (FN 07068 AND FN 07088).

     RESOLVED, that the Saint Louis County Board of Commissioners is hereby requested to free convey to the city of Duluth the following tax forfeited parcels for public roadway and utility purposes:

STATEMENT OF PURPOSE:  This resolution is for free conveyance of 466.6 acres for public recreation and trails, and 4.13 acres for public roadway and utilities, of tax-forfeited land to the city, is a public-to-public transfer; therefore, there is no tax base impact at this time.

 

This resolution requests that the Saint Louis County Board of Commissioners free-convey the described tax forfeited land for public recreation and trail; and for roadway and utility purposes. The areas requested for public recreation and trail have been traditionally used by the public for such and this free conveyance is consistent with the city’s comprehensive plan. Due to a flooding event in 2006, a portion of the Seven Bridges Road was washed out and the road relocated to the east within one of the state-owned parcels. It is anticipated that this parcel will be needed in the future for public roadway and utility use.

 

On May 16, 2007, the city parks and recreation commission voted to support the request for free conveyance of properties for public recreation and trail use and for public roadway and utilities (FN 07068); and, on June 12, 2007, the city planning commission, at its regular meeting, voted to recommend it to the city council. On Tuesday, July 10, 2007, the city planning commission voted to approve the request for public recreation and trails (FN 07088).
