RESOLUTION AUTHORIZING EXECUTION OF A COLLECTIVE BARGAINING AGREEMENT BETWEEN THE CITY AND DULUTH POLICE UNION, LOCAL 807.

BY COUNCILOR STEWART:

     RESOLVED, that the proper city officials are authorized to execute and implement a collective bargaining agreement between the city and Duluth Police Union, Local 807, covering years 2007, 2008 and 2009, substantially in the form of that on file with the clerk as Public Document No. ____________, which agreement contains the terms and conditions in the agreement between the parties in effect in 2006 and those changes to the 2004-2006 agreement, which were mutually agreed to or ordered in the binding arbitration award of arbitrator Stephen A. Bard, dated October 8, 2007, which is on file with the city clerk.


STATEMENT OF PURPOSE:  The city and the police union negotiated and went to mediation. The parties reached a tentative agreement, but the union did not ratify it. Pursuant to PELRA, the matter was sent to binding arbitration. This resulted in the award dated October 8, 2007.


Features of the award are: wages - 2% retroactive to 1/1/2007 for 2007, 3% in 2008 and 3% in 2009; health insurance - Plan 3A only and $25/month increase in employer contribution each year to flexible benefits and/or deferred contribution for single coverage; defined contribution retiree benefit of $12,000 deposited by the employer after 36 months of employment; employer contribution of 1% of an employee’s basic monthly pay into a post employment health care savings plan account effective 1/1/2008; employer reimbursement of up to $30 per month for fitness club membership.
