BY COUNCILOR LITTLE:
RESOLVED, that city officials are hereby authorized to contract with ICOP Digital, Inc., for the tax-exempt purchase and delivery of in-car digital video surveillance equipment and associated software for the Duluth police department in accordance with specifications and the vendor’s bid of $65,154.02, terms net 30, FOB destination, payable from the Capital Equipment Fund 250, Department/Agency 015, Organization 2007, Object 5580, Project CE250-V703.
STATEMENT OF PURPOSE: This resolution authorizes the purchase of in-car digital video surveillance equipment from ICOP Digital, Inc., for $65,154.02, payable from the capital equipment fund.
The ICOP Model 20/20 mounts in the dash as a one-piece system package, including digital video recorder, hard drive, LCD monitor, system controls, built-in AM/FM radio, and built-in integrated global positioning system (GPS).
The city posted a request for bids on the website on November 9, 2007. Four vendors submitted bids by the November 28th closing date. The lowest bidder, DSC Communications, was rejected because their bid did not meet the server specifications. Therefore, the award will be made to ICOP, the next lowest bidder. ICOP will provide the equipment only; DSC Communications, a local ICOP distributor, will be certified by ICOP to install the equipment.
