RESOLUTION APPROVING A GRANT AGREEMENT WITH THE STATE OF MINNESOTA DEPARTMENT OF NATURAL RESOURCES COASTAL PROGRAM FOR $97,726 TO BE USED FOR PHASE II TRAIL DESIGN AND CONSTRUCTION OF THE GRASSY POINT TRAIL ON GRASSY POINT.

BY COUNCILOR REINERT:

     RESOLVED, that the proper city officers are authorized and directed to execute the grant agreement on file in the office of the city clerk as Public Document No. _________________, between the city of Duluth and the state of Minnesota, which awards the city a matching grant in the amount of $97,726 to be used for Phase II trail design and construction of the Grassy Point Trail on Grassy Point, said grant funds to be deposited into Fund 450, Agency 030, Revenue Source 4210-01, Project CP2005-C0503 and CP2003-C117.


STATEMENT OF PURPOSE: The city completed Phase I of the Grassy Point Trail construction in 2002. The Grassy Point Trail is part of the West Duluth plan approved by the city council in 1987 and also as part of the SLRIDT mitigation effort. Phase II trail construction has been delayed due to the need for land acquisition of BNSF railroad property. The acquisition of the needed railroad property is now complete.


The city submitted a grant application for 50-50 matching funds to Minnesota’s Lake Superior coastal program (state of Minnesota - department of natural resources). The funds from this grant are specifically earmarked for Phase II trail construction of the Grassy Point Trail.


City matching funds are earmarked within the capital improvement budget CP 2003-C117 ($44,527.26) and CP2005-C0503 ($75,740).
