RESOLUTION AUTHORIZING A MASTER PARTNERSHIP AGREEMENT WITH MNDOT TO COOPERATIVELY PROVIDE ROADWORK SERVICES.

BY COUNCILOR JOHNSON:

RESOLVED, that the proper city officials are hereby authorized to enter into an agreement substantially in the form of that on file with the city clerk as Public Document No. __________, with the Minnesota state department of transportation to cooperate in the provision of services related to the design, construction and maintenance of roadways.

STATEMENT OF PURPOSE:  This resolution is to authorize a master partnership contract between the city and Mn/DOT to cooperatively provide services related to the design, construction and maintenance of roadways in the city of Duluth.

This agreement is termed a “master contract” because it provides the basic outline of an agreement which can extend to many contracts. It is a kind of umbrella agreement which provides the basic terms for many projects. Each individual project is then covered by a work order which specifies which party performs the work, what the work is to consist of and establishes the amount to be paid by the other party for the work. These work order agreements are separately approved by resolution.

The city and Mn/DOT have had similar agreements for many years and this resolution would authorize extending this relationship through 2008.
