RESOLVED, that the proper city officers are hereby authorized to enter into an agreement, on file in the office of the city clerk as Public Document No. ________________, with the St. Louis County health and human services department for furnishing approximately 31,804 hot meals for eligible senior citizens and guests at two St. Louis County facilities located in Duluth from January 1, 2008, through December 31, 2008, for the Duluth senior dining program at a cost of $5.26 per meal for eligible senior citizens, $5.71 per meal for guests, and an additional $0.33 per meal for dining room management provided at Lincoln Park, or approximately $172,099, payable out of Federal Program Fund 272, Agency 031, Project SN 2008 SD04, Object 5310.
STATEMENT OF PURPOSE: This resolution will authorize the continuation of Agreement 20339, to provide approximately 31,804 meals for eligible senior citizens and guests at St. Louis County senior centers (Rainbow and Lincoln Park). The county supplies all food, supplies and staff to prepare and serve meals and to cleanup the kitchen and dining room areas for the city’s senior dining program. The county is currently providing labor for mealsite manager functions at the Lincoln Park Center; a cooperative venture that benefits the city (there were no applicants for this part-time temporary position when it was open) and benefits the county’s need to accommodate an employee on restricted/light duty. The city provides staff at the Rainbow Senior Center to manage the mealsite and supervise volunteers. The Rainbow Center has been a location for a senior dining mealsite since 1973. The Lincoln Park Center (formerly the West End Senior Center) has been a location for a senior dining mealsite since 1980. This meal cost for 2008 is an increase of five percent from 2007.
