RESOLUTION AUTHORIZING THE PROPER CITY OFFICIALS TO EXECUTE AN AGREEMENT WITH THE ARROWHEAD REGIONAL DEVELOPMENT COMMISSION FOR A PERFORMANCE BASED CONTRACT FOR THE CITY’S SENIOR DINING PROGRAM FOR AN AMOUNT NOT TO EXCEED $263,082.

BY COUNCILOR REINERT:

     RESOLVED, the proper city officers are hereby authorized and directed to execute an agreement, on file in the office of the city clerk as Public Document No. ______________, between the city of Duluth and the Arrowhead Regional Development Commission for the furnishing of meals for eligible senior citizens during the period from January 1, 2008, through December 31, 2008, for an amount not to exceed $263,082 (combined federal, NSIP [formerly known at USDA], and state funds).

     RESOLVED FURTHER, that monies collected under said contract shall be deposited in Federal Program Fund 272, Agency 031, revenue sources 4214, 4215 and 4241.


STATEMENT OF PURPOSE: This resolution authorizes an agreement with the Arrowhead Regional Development Commission for their Title III-C (2) senior dining program. 2008 is the third renewal year of a potential four renewals to the 2005 agreement with the Arrowhead Regional Development Commission. The city will provide meals to eligible senior citizens at eight sites and will be compensated in the amount of $3.97 per eligible meal. Total reimbursement will not exceed the sum of $263,082 (combined federal, NSIP [formerly known at USDA] and state funds). 2008 will begin the 35th year of the senior dining program in Duluth and we project that 66,296 meals will be served to eligible seniors. We will have one less mealsite in 2008 than 2007. Our Harrison mealsite was closed in July 2007 after a fire damaged the building.
