RESOLUTION AUTHORIZING A SECOND AMENDMENT TO THE 2006 COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM AGREEMENT WITH NEIGHBORHOOD HOUSING SERVICES OF DULUTH (NHS) EXTENDING THE TERM OF THE AGREEMENT FOR SIX MONTHS.

     RESOLVED, that the proper city officials are hereby authorized to enter into an amendment, substantially in the form of that on file in the office of the city clerk as Public Document No. ______________, to the 2006 community development block grant agreement with Neighborhood Housing Services of Duluth (NHS) extending the term of the agreement to June 30, 2008, at no change in project compensation under the terms of the agreement.


STATEMENT OF PURPOSE:  The purpose of this resolution is to authorize a second amendment extending the term of the 2006 CDBG contract agreement with Neighborhood Housing Services from December 31, 2007, to June 30, 2008. The agency has requested the extension to complete the 13 remaining units of rehabilitation and close down the NHS CDBG Housing Rehabilitation program at the end of this extension. To date, the agency has completed two units. No other units will be added to this program during this extension period. All work will be completed by June 15. By the end of June, the community development office will bring a new resolution to the council authorizing an administrative contract for the collection of payments with the revolving loan fund and the potential to originate loans from that fund as deemed appropriate by the city.


During 2008, NHS will be completing a new strategic plan that will focus the agency on their strengths, which have been assisting neighborhoods with revitalization planning and sustainable community planning, including the community crime safety initiative. The housing rehabilitation services have been slow to develop and, while improvements have been made, the agency is still experiencing delays. The ability to operate an exterior rehabilitation and a fix-up fund with other funding will still be a component of the agency’s services for the community.
